Agra: Two Uttar Pradesh policemen in the Dial 100 team, who were accused of raping a minor girl in Mathura district, were booked for rape and sexual harassment on Thursday. The accused constable Praveen Upadhyaya and head constable Rama Kant Pandey were suspended after an FIR was registered against them following an internal inquiry that found the charges levelled against them by the girl’s family “prima facie” true. The girl’s father had filed a police complaint on Friday alleging that constable Praveen had raped his daughter with the help of head constable Pandey. Police sources said the girl will be sent for a medical examination.
Senior superintendent of police (SSP) Swapnil Mangain, said, “Cases under sections 376 (rape), 354 A (sexual harassment), 506 (criminal intimidation) of IPC and sections 3 and 4 of the Protection of Children from Sexual Offences (POCSO) Act have been registered against the two policemen.”
Mangain said that three police officials, including circle officer (city) Rakesh Vashishtha, inspector RP Singh of Govind Nagar and inspector PK Singh of Dial 100 have also been issued a “warning” for not handling the case appropriately. “Had they taken the matter seriously, such a situation would not have occurred. Lapses against them were also found during the inquiry.”
The inspector of Govind Nagar police station had issued a warning to constable Praveen and transferred head constable Rama Kant Pandey to a rural area after the girl’s father approached police. Later, Pandey vacated the house. The father also alleged that Pandey used to stalk his daughter when he was staying in his house as a tenant.
Talking to the media, the rape survivor admitted that constable Praveen had given her a mobile phone and she used to talk to him. She said that a few days back, Praveen had asked her to meet him at Masani Chowk when she was on her way to attend coaching classes with her younger sister. “We went to a hotel (with Praveen), where he gave me a glass of juice,” she alleged. “Praveen then asked my sister to go to another room saying that he wants to talk to me alone. I then fell unconscious,” said the girl.
“When I regained my senses, my sister told me that they had done wrong things with me,” said the class X student and claimed that the accused threatened her with dire consequences if she disclosed the matter to anyone.
When the girl narrated her ordeal to her parents, they rushed her to Govind Nagar police station to register a complaint. The parents also alleged that the police authorities were not ready to register their complaint. A complaint was filed later when the matter was highlighted by the media.
